The California Fruits Were Safe
The Mediterranean fruit fly infestation in California was not thought to be a threat to neighboring states, yet Kansas agricultural law which has been around since 1907 shield the state from such harmful scenarios where pests from other states will enter their territory. Nobody was really expecting maggot contaminated fruits to enter the vicinity of Kansas because the infestation did not happen in a commercial fruit growing area of California. We do not expect any more damage caused by the flies even if they make it to the state because by the time that happens, they would be dying.
You cannot expect that there is a single Mediterranean fruit fly that can survive the winter of Kansas. The US has had other pestering made by Mediterranean fruit flies in the past and this incident in California was not the first. Infestations have occurred in Florida during 1929, 1930, 1956, 1958, and 1963, in Texas in 1966 and in California in 1975 and 1976. Multiple remedial techniques have been employed in the past which include Malathion insecticide, traps, baits and sending off of sterile male insects. A directive is being circulated in all states with the spelled out cooperative work plan of the United States Department of Agriculture to be followed by the state and its officials in case of these disasters. A nationwide catastrophe plan is in effect wherein increased manpower is catching the insects and forcing eradication. The extermination design for the pests include isolation of the infested and nearby areas, releasing sterile male flies to bring the population lower and aerial poison spraying to kill the insects.
Once it has been seen that blocking off is necessary, the government uses a formula to assess the risks and benefits of the quarantine. The program being considered should be believable as to economics and effectivity in wiping out the insects right before they start to spread. There needs to be a public hearing before a country wide or statewide quarantine can be established. Federal effectivity of quarantine means no fruit can be brought outside the state without certification of having undergone fumigation or treatment with cold for the required time or proof that it grew out from an unaffected area.
Disregarding a treaty of a communal separation rule will be a violation of the Kansas plant pest act which states the prosecution of anybody who bring any quarantined items into state in defiance to the condition. The division of entomology is always on guard for insects which could be a great disadvantage to Kansas. Out of state pests that are truly troubling include the gypsy moth, Japanese beetle, soybean cyst nematode, and witch weed which are found in other states but Kansas and are being studied by entomologists to be trapped. Kansas also has some pests which are quarantined by other states. California, for example, warrants that corn and sorghum grains from Kansas be cured by fumigation or checked out before being brought inside state due to the existence of the European corn borer, a plant vermin which now is in Kansas but not in California. Kansas apples are not free to enter California without being treated prior to exiting Kansas because of the presence of plumb curculio and apple maggot. The entire country have regulations with the goal to counteract the movement of pests from one area to another, just like how other countries demand the Kansas state board of agriculture to take the responsibility of checking grain shipments from Kansas to clear it from particular pests before they certify and eventually export them.
